Civil Service Reforms

Directly enabling change in the public sector.

Our Civil Service Reform programmes provide direct support to public sector reform initiatives with technical assistance, strategic support and funding. We have been supporting the reform efforts of the Office of the Head of the Civil Service of the Federation (OHCSF) in Nigeria since 2017, funding the development of the Federal Civil Service Strategy Implementation Plan that guided the reform efforts across the Nigerian Civil Service between 2017 and 2020 and providing strategic support for the development of the successor plan, which will run until 2025.


We are supporting the digitalisation efforts of the OHCSF, providing technical assistance and funding for the implementation of an Enterprise Content Management Solution to automate its processes.

We are working with the OHCSF on its Culture Change programme, aimed at introducing the right values in civil servants, which, in conjunction with ongoing reforms will lead to a more effective Civil Service.

We are assisting the OHCSF as it seeks to introduce and institutionalise performance management across the Service.
